City owned land and infrastructure transferred to the Land Bank Authority.
The Land Bank Authority provides an assignable ground lease to CHSA Development for construction of 38 cottages, a caretakers cottage, and a resident services center.
CHSA Development assigns the ground lease and sells the improvements to the Chatham Savannah Authority for the Homeless.
The Homeless Authority raises and secures the funds to purchase the improvements and becomes the owner and service provider of Permanent Supportive Housing and assumes the assignable lease for the property.
